It is part of the old explorer emergency service program during civil defense days. In times of disaster members of the program would,be used as bike messangers, and help support mass care activities of both the civil defense programs and the red cross. This was a later emblem. The orginal one was a fist class emblem with a ring bouy in back of it with a lightning bolt through the middle.
