This patch was designed for the Canadian Rail Police in conjunction with the US Rail Police. It was never issued because it was too plain. The US version had an eagle in the middle and was also never used. Even though the goose on there is a Canadian Goose, it was felt that it didn't signify strength. Info second hand from a Ontario police officer.
